In fulfilling this mission the University must increase the training of human resources with a sense of belonging to the region and help generate leaders in various fields and activities.

Many universities have neglected their academic excellence, quality education and have failed to be recognized nationally and internationally for the excellence of their scholarship, reflected in the comprehensive training and professional quality of its graduates, the level of service and other activities and in a continuous process of technological modernization.

Some universities do not support the fulfillment of their missions with sustained efforts to modernize its management, seeking increased efficiency and cohesion based on a structure and an appropriate organizational climate, high capacity to adapt and respond to changes, and commitment to their goals.

This reality is of concern because there is a significant decline in higher education and even university graduate, of course, we are referring to regarding economics, social, administrative, education and even technology, which expresses a low product of several causes that have led to this situation, among them we can mention:
